Would Turbo have been better with Zedd and Rita?

Zedd and Rita were posed to become the main villains again at the end of Zeo. Instead we got Divatox and no explanation beyond a quick cameo. Would Turbo have been better with Rita and Zedd?

It would have been cool. But I like Turbo the way it is. Divatox ended up being a great villain. It was a shame she was only a guest star in Space.
