I suck as an artist, but I make tons of image amalgamations (like the Forum banner, for instance). Do they count as artwork, or I would I just be stealing from the actual anime?

They count as Artwork. Computer design is art, is a Science.

Computer design is very much art. Your banner is beautiful - very well done!
