Are they trying to make Moon and Venus twin?

Are they trying to make Moon and Venus twin?
As first, I don't understand why Venus use Crescent Boomerang from her Sailor V's power but not using some Venus' attack...but now I think I understand, they're making Moon and Venus twin!
Crescent Boomerang = Moon Tiara Boomerang
Crescent Beam =Moon Twilight Flash
Am I right?

Venus as always had similarities with Moon. A lot of her powers here were present in the manga. V was created first. Sailor Moon was created to make the story bigger. V was later added to her cast of Senshi.
