I think they remained active on a limited basis. Mitchell hiree Carter for special projects and already gave everyone back their morphers for emergencies. Carter was back full time and the others were back as reserves.

Lightspeed would have slowly rebuilt itself in case there was another threat. Carter was just the first to go back full time.

the organization wasn't dead the Aquabase was just a base for it in Mariner Bay but it being destroyed and the demons being sealed up doesn't mean Lightspeed has disbanded since the demons are sealed so the seal can always be broken.

Hexagon would have saw to Lightspeed's rebirth. Carter was most likely recruited by Tommy to join Hexagon and also work for Lightspeed again.
