I believe so and I can see Saban actually using the Triassic Ranger as the 6th Ranger suit.

Depends on how much money they were willing to spend. Or how much Bandai was willing to help them. This is how we got Titanium and the Spirit Rangers. Also why the Wild Rider destoryed Superenteera in "Forever Red". There were rumors about Trassic being adapted as a sixth Ranger. And from the original character descriptions we got it seems Doug and Ann were going in that direction at some point. But footage issues probably stopped them. But just because Saban was in charge when the first American Made Ranger was made, doesn't mean the company would have used a brand new Ranger. That wouldn't have been cheap.
