To be fair, with the Rito situation, Tommy isn't the type to just give up. Zordon never said they couldn't win, he just warned him that if he and Alpha kept on loading more power into the zords then there'd be a good chance Tommy and the others would be stripped of their powers.
A Ranger's duty is to protect the city regardless of the costs so of course Tommy is going to risk losing their powers if it means trying to stop Rito.

2. You can't count the Machine Empire since they (the Rangers) did everything as a team and most of the monster defeats were done by their Megazords. Not to mention the lead ones could always be rebuilt after Zordon took care of the issue.
Plus what kind of opportunities did Tommy have with any of the lead villains?
Zedd only took personal action once when Tommy still had his MMPR powers and Tommy was only interested in saving Kimberly at that point since she had the greater need rather than destroying Zedd.

Rita was always finding some way to hide if she went to Earth.

Obviously no one cares about Squatt and Baboo since they're worthless. And obviously the Rangers thought of them as well as Rito as worthless as well. Sure, Rito destroyed their Thunderzords but that was just a chance of luck by the villains. They attacked at the right moment when the Command Center was suffering from a problem.

In the case of the Machine Empire, King Mondo had been destroyed 3 times before Zordon wiped him out.

With Divatox, any time she usually went to Earth, it was to plant a bomb or some such. A bomb takes more need than destroying her.

3. True, with the T-drones but it's also possible he was making them to help them in the fight against evil.
