Even Tommy and Kim acted and referred to themselves as friends when they were going out. And they were clearly an item at that point. So its no different from when Tommy and Kat went out. I think it was just not something they wanted to focus on. Kim and Tommy were also allowed to kiss a few times. Which is something that Tommy and Kat didn't do...And PR really hasn't done since. Lets also not forget that these were high school students. So it wasn't like they were going to be super serious like a married couple.
