I know nothing about blogs (mainly because no one's life is important enough to read about), but isn't it just a regular web page? That would lead me to believe all you need to do is post in your page's code where it says [BODY] and add to it [background="http://www.addresshere.com/blogskinfile.whatever" bgproperties="fixed"].
