Tommy is Evil even when not under a spell?

MMPR days:
In Ninja Quest part 1, he ignores Zordon when stated that they couldn't win against Rito and the other giant monsters. This destroys their Thunderzords (save for Tor which was useless by itself) and in doing so caused them to lose their powers, which meant they completely lost the ability to protect the world. An unforgivable act.

MMPR, Zeo:
He never once permanently defeats one major villian he encountered, he allowed them to live and continue to do what they do best, harm innocent life.

Pre-DT days:
He creates the Tyrannodrones with Mercer's, he should have known the only reason to create them was to build an unstoppable (with normal human weapons) army to take over.

No one who is on the side of good would in their right mind would ever create a monster that has the ability to control other's minds, the very act of contorlling another's mind is evil but to create a monster for that sole purpose is to become just like Rita, Zedd, or the Machine Empire Royal Family.
