plus it's not like they need to use the footage in order to use his Black Cross and Netherworld forms, they just need to get those suits from Toei. It's been done before with using a crossover suit and they don't even use its footage.
They already have 3 of Vrak's necessary forms... Warstar, Earth Armor and Cyborg. |

I mean look at Quarganon from "Time For Lightspeed" (the Lightspeed/Time Force teamup.)
Quarganon was actually the monster that came from the crossover Timeranger vs GoGoV but Time For Lightspeed didn't have any of that footage in the episode. |
