I think anything officially sanctioned( not including the movies) is in continuity. RPM and DC are aus of course, but part of the PR Multiverse.

Hyper Force has been a direct sequel to TF and has included multiple Ranger Teams. I don't see why it wouldn't be in continuity?

Its an officially sanctioned part of the expanded universe. And they go to great lengths to make it not contradict continuity. And the whole game involves going to different eras of the series. Why wouldn't it be in continuity?.
