He had the benefit of his father being so high up in Lightspeed. Do you think Mitchell is going to lock up the son he missed for 20 years and didn't even know if Diabolico told him the truth. Plus he knew Ryan was manipulated and was a good mad at heart.

Zordon would never have allowed him to be a Ranger. Since he already used his powers for personal game. And he wasn't controlled by Rita like Tommy. This is one of the reasons why seasons after MMPR don't feel canon to me. Except for Ninja Steel, which could be its own continuity anyway.

They are all in continuity except for those lame AUs seasons. Lightseed Rescue isn't one of them. Only RPM and Dino Charge.

He was lucky Mitchell was his father. But he didn't kill anyone and made up for it as a Rangeer. So that balanced things out.

I don't think any law was written that says anything about conspiring with demons. Plus any damage he did was collateral. Which could be made up for through fines or community service. And I am pretty sure being a Ranger was community service. Whether they were paid or not.
