Steve is right, Tommy was just someone Cruger respected from reading history. I do think there is a possibility he meant a future version of Tommy a few times. I don't think they had a close relationship. But Cruger definitely admired Tommy.

We have no evidence to back this up. I see them as working separately together. Cruger just realized respected Tommy from studying his carreer in the archives.

I could actually see it. Cruger fought a lot like Tommy. And there is plenty of time for Tommy to have taught him. Since SPD is in the future.
