It would make sense that Zordon would have found out ahead of time about the need for Zordon's Wave. He could have even got captured on purpose.

I want to joke that they want to sell Earth on the intergalactic black market for space drugs.
Seriously thought I'm going to go with everyone who thinks it's a case of Rita wanting to finish what she started, and Zedd trying to succeed where she failed, The Machine Empire because I remember something like our galaxy was the only one they hadn't conquered yet, and Divatox because she wanted revenge on the Rangers for destroying Maligore. But after a while they all did it because they wanted to send a "Fuck You" to Zordon, and the Rangers for defeating them all the time. |

A lot of it had to do with Zordon. Plus everyone wanted to destroy the Power Rangers that veteran members of the UAE couldn't seem to destroy.
