It would have made sense to let the Zeo Rangers keep there Zeo Powers and have the Turbos take over with new powers.

Well, that obviousely happened off-screen sometime after "Passing the Torch" and before Zordon was kidnapped by Dark Specter. I guess the Triforians (wuth Billy's help of course) found a way to make the Zeo Crystal stable and the Zeo Powers safe to use.

I think the Zeo Rangers were on Eltar during the UAE invasion.
