it doesn't matter what Tzachor is to Hasbro since they're going to see him in the same view that Saban Capital Group does - a lazy Producer who can't be creative so he'd rather just take ideas from Sentai since he can't use his stupid brain yet he has no issues wasting money on scenes that are supposed to be important but because he can't be creative and has his heart set on copying and pasting exactly what Toei did he's just wasting money for the sake of wasting money and no company will be happy with that not even Hasbro.

according to the credits

he was the Production Manager for MMPR1 and the first 46 episodes of MMPR2.
He wrote MMPR2's (209, 231, 232, 236, 240, 249)
those episodes were Welcome to Venus Island, both parts of Power Transfer, When Is a Ranger Not a Ranger, The Great Bookala Escape and Blue Ranger Gone Bad

doesn't look like he did anything for MMPR3

I know he started as a production manager and directed some episodes. Perhaps he had a lower lefel position thst wasn't even credited.

i think the writers are fine. They just have to stop doing split seasons and do 40 episodes a year.

perhaps but he wasn't credited as a Director for any part of MMPR.

I think Chip is fine as a writer it's the other writers that have issues and split seasons is out of their control that's a Nickelodeon thing I'll show you a few examples with notable shows let's use SpongeBob and Fairly OddParents for notable cartoons (or rather Nicktoons) and let's use The Thundermans and Henry Danger for live action examples.

SpongeBob is in its 11th season.
Season 1 = May 1, 99 - April 8, 2000
Season 2 = Oct. 26, 2000 - July 26, 2003
Season 3 = October 5, 2001 - Oct. 11, 2004
Season 4 = May 6, 2005 - July 24, 2007
Season 5 = Feb. 19, 2007 - July 19, 2009
Season 6 = March 3, 2008 - July 5, 2010
Season 7 = July 19, 2009 - June 11, 2011
Season 8 = March 26, 11 - Dec. 6, 2012
Season 9 = July 21, 2012 - Feb. 20, 2017
Season 10 = Oct. 15, 2016 - Dec. 2, 2017

most seasons feature 20 episodes from the beginning until they get to the 6th season which is when they start ordering 26 episodes the only season that doesn't get 20 or 26 episodes would be the 10th season which only got 11 episodes.

2nd season had a big break on May 5, 2001 and didn't return until September but their episodes are more all over the place.

SpongeBob's schedules ep-by-ep are very confusing so I'm not even going to try and continue to figure this out.

Fairly OddParents has 10 seasons at the moment..

Season 1 = March 30, 2001 - Dec. 12, 2001 (7 eps)
Season 2 = March 1, 2002 - Jan. 10, 2003 (15)
Season 3 = Jan. 20, 2003 - Nov. 21, 2003 (17)
Season 4 = Feb. 16, 2004 - Jan. 17, 2005 (14)
Season 5 = Feb. 14, 2005 - Nov. 25, 2006 (21)
Season 6 = Feb. 18, 2008 - Dec. 12, 2008 (12)
Season 7 = May 1, 2009 - July 11, 2011 (18)
Season 8 = Feb. 12, 2011 - Aug. 5, 2012 (11)
Season 9 = March 23, 2013 - March 28, 2015 (26)
Season 10 = Jan. 15, 2016 - July 26, 2017 (20) (2016 eps on Nick, 2017 eps on Nicktoons)

2nd season didn't start its break til July but came back in September.
3rd season started its break in February and resumed in May
4th season broke in March, resumed in May and then they skipped August before resuming a month later but with just 1 ep then skipping all October before resuming the following month.

I'm sure you get the picture by now but just to show you this.
Let's start with The Thundermans.
Season 1 = Oct. 14, 13 - June 14, 14 (20 eps)
Season 2 = Sept. 13, 14 - March 28, 15 (24)
Season 3 = June 27, 15 - Oct. 10, 16 (25)

2nd season took a break in November 2014 before resuming in late Jan. 2015
3rd season skips August and they take a break in November 2015 before resuming in Feb. 2016. Nick skips March but they resume until they skip September but resumes the following month.

I'm sure you get the picture by now.

Some people think that Hasbro will pay more money than Bandai and the episode count will go up ler year. Its probably just wishful thinking

that wouldn't be helping since the whole difference between then and now is that Disney just told them what not to allow otherwise they really didn't care and just left them be whereas that's not happening now.
