There were probably other banished Ninjas who banded together to buikd armies and get revenge. Lothor rose to be one of the leaders, if not the leader.

It seems kind of wierd that the Sensei banished him to Space. You would think banishing him from the acadamy would have been enough.

The Ninja Schools were inspired.by aliens from outer space. Likely by Skyla's people. So it makes sense that there traditions would call for that. Even if it did bacmfire in this case. Since Kiya became even more dangerous.
