Why did Rocky act so different in Zeo

I think he just came out of his shell and started acting more like himself.

exactly this keep in mind that Season 2 scripts were likely already written for the characters of Zack, Trini and Jason and they likely didn't have time to re-write them so they just replaced the new characters with the old and they obviously never had time to do anything new with Rocky really in Season 3 since it was pretty much the Kimberly season due to her actress leaving.
