Shotaro Hidari and the mysterious Philip guard the Wind Capital against a criminal family and their various henchmen who seek to cause disorder. By granting these thugs USB devices called Memories, they can transform into Dopants, scary creatures with powerful abilities. Shotaro and Philip come into possession of the true Gaia Memories, and combine forces to become Kamen Rider Double, the only hope of defeating the Dopant Organization and bringing peace to the Wind Capital.
